A hard-working judge 
who cares about people.
Judge Culpepper has earned a reputation for patience, fairness, and creative problem solving, while carrying the workload of two Judges for years.  Over the past 11 years, Judge Culpepper has heard and decided thousands of cases, while maintaining a thorough and compassionate approach to each individual who has come before him.

A devoted husband.
Jeff met Susan at WVU where they were both students. Susan has been a public school teacher in Monongalia County for 18 years. During their 19 years of marriage they have raised Jamie and Tess, both students in our public schools. As a parent, and the spouse of a teacher, Jeff has a deep understanding of the difficulties faced by teachers and has worked hard to support our schools and to cooperate with school officials whenever possible.

A proud father.
Jeff will tell you that his greatest joy and proudest achievement was becoming a father.  Watching his children grow, being involved with their education and their many activities has been central to his life. Jeff recognizes that our kids are God's greatest blessings, and we must treasure them above all else.

A community leader.
Judge Culpepper has volunteered for, and accepted,  the role of leader in a variety of community activities.  As a teacher,  a social worker,  a school supporter,  a coach,  a mentor,  a parent,  and a concerned citizen,  Judge Culpepper understands the responsibility that he has, and that all of us have,  to contribute to our community and to serve our fellow man.

As a little league baseball coach for  many years,  and the husband of a public school teacher,  Judge Culpepper understands the positive growth that comes from old fashioned ideas like "team-work" and "good sportsmanship" and "self-sacrifice." He believes that one of Monongalia County's greatest assets is it's community spirit and small-town atmosphere where adults look out for their own kids,  
and their neighbor's kids too.  Judge Culpepper believes that those are qualities worth protecting.
